Where it says Image on the toolbar click and the pop down menu will have a Mode setting, click or slide over and down that submenu to where it says Duotone. Click. You should then see a box with about four boxes one with black in it. Change at least two of the colors of the boxes to a blue or cyan by clicking inside the small boxes and selecting a cyan or blue from the color wheel or whatever pops up. The Duotone selection also allows you to do monotone tritone and quadtone.

You could also just throw a new layer over the line art, fill it with 30% Cyan and 0 out everything else, then set that layer to screen mode... Flatten, then print.
Anyone know of any good tutorials for nib inking?

If you have black and white line art, double click the color square, choose 100 % cyan, 0 on everything else. Make sure you don't have a background image, if you do, copy a new layer background copy. Then click the lock transparent pixels on the layer palette, choose a large paint brush and paint over the image. the white won't change color because it's locked, only the line art will change color.
