Digital Blue Line pages

I just got a wacom a few months ago and still haven't figured it AND painter out, but LOVE both! Anyway, I can't find a ruler tool to make measurements and was wondering if I could get help with that (using painter 3) and I was also wondering if anyone has a file with a blue line layout already saved that I could use? Well, hope somebody can help, thanks :D

just scan one in. even one with a picture can be cleaned up.
I have to scan mine in in 2 pieces.
