You must be a paying member or a Moderator to do so.
In order to become a paying member, you have to:
Click on User CP.
Go to the bottom left of the page to Miscellaneous.
Click on Paid Subscriptions.
Once you pay the fee of $20, you will be able to choose an avatar of your own making and post in the Members Only Area. You also get to give out Reputation Points.
EDIT: You can also click on "Premium Membership" under the avatar of a member.
