Can anybody tell me how this works?

"NDS LVSB Cable can connect your NDS/NDSL for transfer and download data from PC. Charger your NDS/NDSL from PC/Mac USB port."


It came with no disk nor anything else other than the cord.

The cord is all that's needed for charging (just plug it into the DS, plug the other end into a usb port, and leave it sit for a few hours as it charges).

As for data transfer, check the "my computer" folder/menu on your PC, and see if you have a new drive listed (make sure you turn the DS on after you connect it for the computer to see it). As for what data to transfer? I can only assume you'd be transferring saved games or something (I'm not familiar with the DS, does it have internal memory for saving games? Or do they save right on the game stick thingie? Either way, at that point the DS would act as an interface so you can likely transfer saved games to your computer, and then clear them off of the game stick itself.
