I can't seem to figure out how to duplicate these captions:

Anyone have any clue?

use the pen tool, or line tool and vary the stroke on the lines outside the box when you draw them. that should work...but i haven't tried it yet.

Ah, I hadn't even tried that. I was hoping it was some kind of filter or effect or something. Okay, I'll give it a shot, thanks!

You can create an action to do that for you.

If you have Illustrator CS there is a brush for that. Click on the caption, then open Brushes > Border Lines. There should be one there. If you have CS, but don't have that brush, let me know. Also, check out the other brushes. I didn't check all of them (don't have time), but there may be one that is better.
